News from Civil Aviation Resource Net on October 31, 2017: According to the unified arrangements of National Civil Aviation Agency, Mianyang airport began to carry out the flight schedule of winter flight season on October 29. In the new flight season, there are 16 airline companies that have flights in Mianyang, with altogether 478 flights per week and 30 air routes in operation. People can travel to 30 cities such as Beijing, Shanghai, Guangzhou, Shenzhen, Xi’an, Shijiazhuang, Sanya, Xining, Jinan, Lijiang, Nanjing, Hangzhou, Xiamen, Changsha, Fuzhou, Wuhan, Kunming, Shenyang, Harbin, Zhengzhou, Tianjin, Urumchi, Lhasa, Dali, Lanzhou, Guiyang, Nanning, Taiyuan, Qingdao and Haikou.
Mianyang airport is used for both the civil aviation transportation flight and the flight training for Mianyang Branch of Civil Aviation Flight University of China who is in the charge of the airport traffic control guarantee service. Along with the rapid development of civil aviation transportation and flight training, it is becoming increasingly obvious that the traffic control guarantee ability of Mianyang airport lag far behind. On April 2017, Civil Aviation Administration of China Southwest Regional Administration has introduced the restrictive measures for the development of civil aviation transportation flight and flight training due to the inadequate capability of Mianyang airports’ traffic control guarantee ability and required that Mianyang airport cannot increase new flight schedules before the traffic control guarantee ability effectively improve. Therefore, Mianyang airport can simply carry out the flights according to the winter flight season of last year and newly-added flights between the winter flight season of last year and the summer flight season of this year, such as the flight to Hefei, Ningbo, Nanchang, Guilin, Zhang Jiajie, Xichang and Xuzhou etc. will be temporarily cancelled. In the meanwhile, owing to the above-mentioned factors and the influence of flight schedules and plans of airline companies, some flights to such cities as Jinan, Sanya, Qingdao, Taiyuan, Hangzhou, Urumchi, Zhengzhou and Shijiazhuang etc have, to a certain degree, been cut down.
Ever since the implementation of restrictive measures in Mianyang airport, Mianyang municipal party committee and government has put a high premium on this matter, has tried to communicate with the principal leaders in Mianyang Branch of Civil Aviation Flight University of China for many times and reached a unanimous agreement on jointly promoting the coordinated development of civil aviation transportation flights and flight training. On one hand, Mianyang airport group will speed up the construction of ground maintenance ability by expanding 8 airport gates, newly adding several security check lines, check-in lines, aircraft boarding bridges, baggage carousel and the self-check-in equipment and reconstructing the first-class lounge. On the other hand, as for the weak links in the air traffic control guarantee ability, Mianyang airport group will the take the initiative to actively cooperate with the Mianyang Branch of Civil Aviation Flight University of China to significantly enhance the air traffic control guarantee ability and improve the on-schedule rate of flight by supporting the air traffic control personnel, optimizing the procedures of approach and departure, setting up the ground control position and introducing such new systems and equipment as CDM, A-CDM, CRS, AIMS and automatic broadcast system. For the moment, Mianyang airport group is cooperating with Mianyang Branch of Civil Aviation Flight University of China to lift the restrictive measures on the development of flight training as soon as possible. Upon cancelling the restrictions, the temporarily-cancelled flights will be resumed as quickly as possible and the flight density to popular cities will also be increased.
