On April 4, the Mianyang Municipal People’s Government Office issued the Notice on Accelerating the Cooperative Work of the Sharing and Exchange Platform of government information resources. From April 9 to 13, a special investigation group of MMPG was formed to visit Wenzhou and Quzhou Cites in Zhejiang Province, having an on-site learning and experiencing the convenient services such as Undifferentiated Acceptance (means that one service window can handle with citizens’ different affairs.), real and convincing certification provided by the police and acceptance of public accumulation funds. On April 16, Notice of the 18 measures on further optimizing the business environment by Mianyang Development and Reform Commission was issued. This year is the significant one for optimizing the business environment in our city. At present, people in relevant departments and units in the whole city are working together to make great efforts to solve the problems and difficulties during the process with firm believes, and they implement each work respectively so as to benefit the citizens and promote the high-quality development of the business environment.
"Business environment equals to productivity, and Mianyang has been attaching great importance on it", said by relevant officials of the Mianyang Municipal Government Service Supervision and Administration Bureau. According to the Mianyang Municipal Work Programme for Further Optimizing the Business Environment, i.e. the 35 Articles for Optimizing the Business Environment, we will form a good situation in which funds, projects, enterprises and talents are attracted so as to further implement the decision-making of the Central (CPC) and Sichuan Provincial Government. Since this year, we have been practicing the "Five Focuses" to optimize the business environment.
Focus on accelerating the transformation and improvement of the hall of the MMGSC. According to the management of "comprehensive acceptance at the front desk, classified examination and approval at the back desk, and reply at the comprehensive window", and the learning from experience in Quzhou, we has drawn up the Renovation and Promotion Plan of Mianyang Municipal Government Service Center, which has been submitted to the Municipal Government for approval after accepting many comments and repeated amendments. At the same time, we carefully examined the relevant items and personnel of the Service Center, and found out the specific problems. At present, 34% of the 2008 items of government service in our city are not accepted by the Service Center so that they are out of the control of the supervision. To deal with the problem, according to the requirement of "two centralized issues and two in place" (means that the examination and approval items of an administrative organ should be centralized to one office, and the office should be centralized to the administrative service center, so as to ensure that the items and the authority in the administrative examination and approval service center are in place.), we formulated the Measures for the Implementation of One Window Acceptance and Integration Services of Mianyang Municipal Government Services to guarantee that all the applied service items be accepted by the Center and achieve the reform of “apply once most”.
Focus on accelerating the informatization of E-government service. On April 4, the Mianyang Municipal People’s Government Office issued the Notice on Accelerating the Cooperative Work of the Sharing and Exchange Platform of government information resources which clearly requires 41 municipal departments and units undertaking the cooperative task to connect the private network and the E-government extranet before the end of May, and to complete the cooperative work between the department's business system and the sharing and exchanging platform of municipal information resources in an all-round way so as to realize "One net that accepts all affairs". It is worth mentioning that the development of three major business collaboration systems, namely, the real estate registration system, the enterprise start-up service system and the project approval system in the city, has entered into implementation. At present, the project investigation and platform construction are being carried out, and these systems are expected to be put into use by the end of June.
Focus on starting the construction of intermediary online service hall. We should learn from the valuable experience of intermediary supermarkets in Guangdong and Zhejiang Provinces, taking the real situation of Mianyang into consideration, and based on reducing the time of intermediary service in the process of project approval. Currently we are drafting the Construction Plan of Mianyang Municipal Intermediary Online Service Hall and Management Measures of Mianyang Municipal Intermediary Service Online Service Hall, and these two documents can be implemented after the modification and improvement of the plan. At the same time, we will carry out centralized governance to regulate the practice of intermediaries in government service, and solve the prominent problem of "black intermediaries" (means that the act of defrauding large amounts of public and private property with the purpose of illegal possession by fabricating facts or concealing the truth.).
Focus on accelerating the establishment of acceptance and process mechanism of enterprise’s appeals. We will organize the leaders of the enterprise service organizations of the administrative committees of each parks to inspect and study the work such as enterprise’s appeals processing, project approval agency service in Chengdu Municipal Government Service Center and Enterprise Service Center. At present, we are accumulating the valuable experience and practices of all areas in China, working hard to draw up documents such as Mianyang Municipal Enterprise’s Appeal Procedure (Trial Implementation) and Implementation Measures of Mianyang Municipal Investment Project Agency Service.
Focus on the reorganization of certification matters. This year, we have been conscientiously implementing the work arrangement of the State Council of People’s Republic of China and Sichuan Provincial Government on reducing certificates to make it more convenient for people and optimizing services. On the basis of the reorganization of 10 items such as Issues in the List of Certificate Matters Established in the Normative Documents of Mianyang Municipal Government and Departments are planned to be cancelled, we have arranged the reorganization work of the certificate matters in the whole city according to the principles of "the one who drafts the certificate, then he reorganizes it" and "the one who implements the certificate, then he reorganizes it". In accordance with the Notice of the “canceled catalogue of certificate maters of Sichuan Provincial Government Regulation and Normative Documents” proposed by Sichuan Provincial People’s Government. we have cancelled four municipal-level Certificate Matters fully deployed and arranged.
