Liu Chao Presides over the Meeting of the Municipal Committee for Comprehensive Deepening Reform
On May 10th, Liu Chao, secretary of the Municipal Party Committee and director of the Municipal Committee for Comprehensive Deepening Reform, presided over the second session of the Meeting of Municipal Committee for Comprehensive Deepening Reform, and delivered a speech. He stressed that to thoroughly study and apply important discourse concerning deepening the reform comprehensively of general secretary Xi Jinping and his important instructive spirit of a series of Sichuan’s work, we must pay special attention to the deployments of reform of Central, Provincial and Municipal Party Committee, pay special attention to the independent innovation, pay special attention to the generalization of the reform experience, strengthen the leadership and leaders’ responsibility, invert the period step by step, to promote new achievements continuously in deepening the reform comprehensively .
Yuan Fang, deputy secretary of Mianyang Municipal Party Committee, mayor and deputy director of the Municipal Committee for Comprehensive Deepening Reform, and Fu Kang, deputy secretary of the Municipal Party Committee and deputy director of the Municipal Committee for Comprehensive Deepening Reform, attended the meeting.
The meeting conveyed the spirit of the seventh session of the central committee for comprehensively deepening reform and the second session of the provincial committee for comprehensively deepening reform, and listened to the Yanting county’s and Pingwu county’s report on compaction of reform main responsibility and on the implementation of reform. It examined the reform of working papers and special reform plans, such as the assessment report of the implementation of comprehensively deepening reform in Mianyang since the 18th National Congress of the Communist Party of China, the 2019 annual account of reform of the Municipal Committee for Comprehensive Deepening Reform of Mianyang Municipal Committee of the CPC, the implementation plan for unified accounting reform of gross domestic product in Mianyang city, county (city and district) and the implementation scheme of Mianyang city innovation system mechanism to promote the development of green agriculture.
The meeting pointed out that, since the 18th National Congress of the Communist Party of China, the whole city has seriously implemented the central, provincial party committee reform deployments, adhered to keep abreast of political standpoints, reform plan to the standard, keep up with the main body responsibility, follow up closely to the promotion methods, and make breakthrough in important areas and key reform step. So Mianyang has become one of the leading cities in the province concerning to comprehensively deepen reform, and the progress generally has conformed to the requirements and the expected goal of the Central, Provincial Party Committee , providing strong impetus for economic and social development in the city.
The meeting stressed that at present, the comprehensive deepening of reform has entered a critical period of implementation. We will effectively implement the reform plans of the Central, Provincial and Municipal Committees. In strict accordance with the implementation plan (2018-2022) of Mianyang City to Implement the Important Reform Measures of the Report on the 19th National Congress of the Communist Party of China (CPC) and the requirements of the standing book of the implementation of the reform in 2019, we will strengthen leadership and tighten responsibilities, revert the construction period step by step, and ensure the implementation of the reform plans of the CPC central committee and the provincial committee. We will focus on outstanding issues, strengthen investigation and research, pay special attention to the implementation of the reform investigation and supervision, pay special attention to the implementation of major reform tasks "look back", make sure that the reform measures promote Mianyang's economic and social development, and stimulate innovation and creativity, to bring real sense of gain to the people.
The meeting stressed that we should do a good job in the Mianyang's independent reform and innovation. We will give greater prominence to promoting independent reform and innovation, and work out creative plans to launch a number of self-reliant reform and innovation projects that will effectively address the stubborn and chronic problems that are the greatest concern of the society, the greatest concern of the people and the biggest constraint on development. We will insist on problem orientation, target orientation, stick to the goals of speeding up the construction of science and technology city of China and the western modern city. We will seek breakthrough in the major work for the development of Mianyang, continue to strengthen investigation and study, then work on a batch of measures which play a key role in Mianyang’s development, attach great importance to the quality of our reform plan, to make the reform of comprehensively deepen activated with just “one step”. We should encourage villages and towns reform and innovation and bold exploration as an important method of independent reform and innovation, and strive to create a reform environment that encourages innovation, allows trial and error, and tolerates failure. So the villages and towns can proceed from the reality and bold exploration breakthrough to create more fresh experience of reform in Mianyang.
The meeting stressed that we should make a solid effort to summarize and promote the experience of reform. We should go deep into the frontline of the villages and towns, and find typical reform examples in reform sites, center on the superior focus, social focus, public- reflected difficulties and reform highlights, to dig up some effective innovation measures in the reform, and to form a "database" of reform and innovation of Mianyang. We should regard the publicity and promotional events of reform experience as an important work and create a good public opinion atmosphere for the promotion of reform experience on the whole.
