(Mianyang News) -- (Reporter: Liu Xin) On March 7, Yuan Fang, Deputy Secretary of the Mianyang Municipal Committee of CCP, mayor and director of the Mianyang Municipal Planning Committee, presided over the 1st meeting of the Municipal Planning Committee in 2019. In the meeting, Special Plan for Communication Infrastructure in Mianyang City(2017-2035) and Adjustment Plan for Controllable Detailed Planning and local optimization for Core Area of Centralized Development Zone in Mianyang Science and Technology City and other planning matters were deliberated and adopted in principle.
From the perspective of integrating the city's backbone network, Mianyang City Communications Infrastructure Special Plan (2017-2035) pointed that we should further optimize the existing communication network, layout 5G communications in advance. We should promote the communication level of the central city to reach the regional standard of the central city, and improve the communication level of other counties within the scope of the city to reach the regional standard of the central city or the county standard of the central city. It also pointed out that the construction of communication infrastructure is an important basis for economic and social development, and is of great significance to the development of service industry, the promotion of information consumption level and the construction of smart cities. We should focus on the needs of development in the future, in accordance with the principles of highlighting key points, combining far and near, and moderately advancing, conscientiously optimize, improve and organize the implementation of the plan, advance the construction of central machine building, communication machine room and communication base station in an orderly manner according to the plan, and strengthen the overall coordination of the planning and construction of communication pipelines and other pipelines. We should promote the construction of telecommunication infrastructure and technological upgrading, improve the coverage and service quality of telecommunication networks, and provide telecommunication support and service guarantee to speed up the construction of China's science and technology city and the Western modernized strong city.
In the deliberation of the Adjustment Plan for Controllable Detailed Planning and local optimization for Core Area of Centralized Development Zone in Mianyang Science and Technology City, the meeting stressed that the level, grade and quality of the planning and construction of the core area of Mianyang Science and Technology City Centralized Development Zone determine that of the Mianyang Central City. In accordance with the decision-making and deployment of the Mianyang Municipal Committee of CCP and Mianyang Municipal People’s Government, taking the functional orientation, cultural characteristics and construction management of the core areas into account, the functions of R&D in science and technology and the transformation of achievements should be further strengthened in accordance with the requirements of the optimized and adjusted scheme. We should increase scientific research office land, optimize the space interface of Yudu Avenue and the supporting facilities of residential land, and strive to enhance the comprehensive carrying capacity of the core area, so as to lead the scientific and accelerated construction of the core area with high-level and high-starting-point planning and design.
During the deliberation of the Local Adjustment Plan for Youxian Section of East-West Second Main Road, it is stressed that the plan should be scientifically revised and adjusted according to the actual situation. Through the accelerated implementation of the project, the structure of urban road network should be reconstructed to make up for the shortage of urban East-West corridor. We should effectively break the bottlenecks of local sections of Jiuzhou Avenue and enhance the urban traffic relief function to greatly meet the travel needs of citizens.
