On the morning of February 25, the national poverty alleviation summary and commendation conference was solemnly held in the Great Hall of the people in Beijing. Two individuals and two collectives in Mianyang won the national commendation.
Li Guanghui, member of the Standing Committee of the CPC Beichuan Qiang Autonomous County Committee and head of the United Front Work Department, Ding Meng, deputy secretary of the Party committee and mayor of Shian Town, Santai County, and Pingwu County Committee Office of the CPC. Among them, Comrade Zhang Tingwei, secretary of the Party group and director of the Municipal Poverty Alleviation and Development Bureau, as the representative of the advanced collective, Comrade Li Guanghui and Comrade Ding Meng attended the summary and commendation meeting at the Great Hall of the people.
Among them, Li Guanghui, member of the Standing Committee of the CPC Beichuan Qiang Autonomous County Committee and head of the United Front Work Department, was rated as a national advanced individual in poverty alleviation. He has worked for eight years on the battlefield of poverty alleviation. With his efforts, Beichuan achieved high-quality poverty alleviation in 2018, two tasks were approved by the leaders in charge of the State Council, 13 characteristic experiences went to the whole province and the whole country, four experiences were selected as typical poverty alleviation cases in the income countries and provinces, and were rated as "Advanced Counties for Poverty Alleviation" in the whole province for four consecutive years.
Ding Meng, deputy secretary of the Party committee and mayor of Shi'an Town, Santai County, was awarded the national advanced individual in poverty alleviation. He graduated from Peking University with a master's degree in 2016 and volunteered to work in poor areas. As the first secretary of hongdengqiao village in Santai County, he innovated and explored the "Golden Rooster Generation" and "Golden Pig Generation" mode, successfully lifted the hat of poor villages and lifted 57 poor households out of poverty. As the mayor of Anju town in Santai County, he developed and expanded the village level collective economy, and successfully lifted 1,184 people from 492 households out of poverty. After working in Shi'an town of Santai County, we adhered to the second half of the "two reforms" and focused on consolidating and improving the effectiveness of poverty alleviation.
The municipal poverty alleviation and Development Bureau was awarded the national advanced group in poverty alleviation. China has always been firmly guided by Xi Jinping's socialist ideology with Chinese characteristics and fully implemented the decision making arrangements for the poverty alleviation by the Party Central Committee, the provincial Party committee and the provincial Party committee and municipal government. It has always taken the tackling of poverty as the biggest political responsibility, the largest livelihood project and the greatest development opportunity, and adhered to and strengthened the centralized and unified leadership of the party in the work of poverty alleviation and development. We should make strategic and concerted efforts to tackle key problems and fight continuously, and organize the whole Mianyang to successfully accomplish the goal and task of poverty alleviation.
The office of Pingwu County Committee of the Communist Party of China was awarded the national advanced collective for poverty alleviation. It gives full play to the role of staff assistants, focuses on improving the top-level design, establishes the "five systems" of organization, responsibility, policy, supervision, reward and punishment, strengthen the "Five Guarantees" of strength, capital, measures, work style and power, builds up the "four beams and eight pillars" of decisive battle to get rid of poverty, and ensure high-quality poverty alleviation with efficient coordination, in place service and strict work style.The office innovate and practice the "1 + 5" ecological poverty alleviation and "Pingwu Zhongfeng +" industrial poverty alleviation mode to effectively increase the income of the poor people.
"Since the start of the campaign of poverty alleviation, the whole Mianyang has made great efforts to plan ahead of time, focus on key tasks and overcome difficulties. By focusing on" two worries and Three Guarantees "and" three implementation "of poverty alleviation, the city has continuously fought and achieved good results, so as to realize the stable poverty alleviation of all rural poverty-stricken people in Mianyang under the current standards, comprehensively complete the goal and task of poverty alleviation, and reduce the incidence of poverty to 0." The relevant person in charge of the municipal poverty alleviation and Development Bureau said firmly that getting rid of poverty is not the end, but the starting point of a new life and new struggle. In the next step, we will effectively link the consolidation and expansion of poverty alleviation achievements with rural revitalization as the first task of rural work this year and even during the 14th Five Year Plan period.
According to the person in charge, next, Mianyang will implement the decision and deployment of the central and provincial governments on consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization, formulate the implementation opinions of Mianyang, formulate and issue the effective connection plan of the 14th five year plan, maintain the smooth transition of Poverty Alleviation Policies, ensure the overall stability of the main assistance policies during the transition period, and vigorously strengthen the consolidation and expansion of the achievements of poverty alleviation. As a result, we should improve the monitoring and assistance mechanism to prevent poverty return, increase the income of low-income people steadily, provide follow-up support for poverty alleviation and relocation, improve the rural social security and assistance system, follow-up management of poverty alleviation project assets, give preferential support to key rural areas, continuously improve the development conditions of poverty relief areas, adhere to and improve the social assistance mechanism, and improve the self-development ability of low-income groups work.
