On February 18th, Huang Qiang, deputy secretary of the provincial party committee and governor of Mianyang , went to Mianyang to study and represent the provincial government to visit the vast numbers of scientific and technological workers who were fighting in front of the line. They stressed the need to thoroughly implement the spirit of the general secretary's important exposition on scientific and technological innovation, adhere to the core position of innovation in the overall situation of modernization, further promote innovation driven development, and persist in science and technology to be independent and self reliant. Promote independent innovation, step up the implementation of the relevant deployment of the fourteenth meeting of the inter ministerial coordination group for the construction of Mianyang Science and Technology City, fully support relevant units to create national laboratories, build China (Mianyang) Science and Technology City at a high level, and make due contributions to solving the "neck sticking" problem of the country.
Huang Qiang went to relevant units to investigate the implementation and promotion of relevant project planning and deployment requirements, understand the progress of relevant base construction and product development, and stressed the need to strengthen the leading role of planning, scientifically plan and reasonably design with a long-term perspective, avoid repeated tosses and turns, meet the needs of construction and development in land use, be practical and realistic, and reserve enough development space. The province should organize all parties to discuss and approve the scheme as soon as possible; relevant scientific research institutions should bear in mind their mission and responsibilities, focus on scientific research, work hard, continue to take the road of independent research and development, focus on the future development trend, strengthen advance research and exploration, highlight the original innovation, and do a good job in design and trial planning and layout of the laboratory base, and making preparations for the establishment of the national laboratory.
Huang Qiang stressed that Sichuan is a major province of science, education and military industry, and has the responsibility, ability and confidence to solve more "neck sticking" problems for the country. We should vigorously promote military civilian collaborative innovation, promote the transformation of national defense scientific and technological achievements, give full play to the role of "national team" of important colleges and universities, strengthen the construction of major innovation platform, strive for the layout and landing of relevant national laboratories in Sichuan, strengthen exchanges and cooperation with an open mind, and persist in breaking down institutional and mechanism barriers with reform, and explore the establishment of reasonable design and manufacturing mechanisms in key areas.
