Mianyang Gaining New Experience of National Incentive Scheme for Scientific Research Personnel

"Scientific research should not be allowed to sleep on paper without actual rewards." Where do these changes come from? In 2017, Mianyang was selected as one of the first pilot projects of the national incentive scheme for scientific researchers. As the only prefecture-level city in China to carry out the pilot project of the incentive plan for scientific research personnel, Mianyang immediately organized a coordination meeting on the preparation of the work plan for the pilot project of the incentive plan for scientific research personnel. The pilot area of Mianyang covers all scientific research institutions, educational and teaching institutions, medical and health institutions and central, provincial and municipal state-owned enterprises. With the pilot work as an opp and the stimulation of scientific and technological innovation as the guidance, the test unit has deepened the form, implement precise policies, and create a good environment for scientific researchers to innovate and start businesses.
At the same time, according to the pilot scheme, Mianyang has issued a package of "Talents New Deal" such as Opinions on Speeding up the Construction of a Talented City in the West, Several Measures for Implementing the Talents Plan of Science and Technology City, Measures for the Management of Special Funds for Talents Development in Mianyang City, Measures for the Implementation of Special Funds for Talent Development in Mianyang and Ten Measures for Financial Support of Talent Innovation and Entrepreneurship (Trial Implementation). It provides all-round support and services for talents from capital support, achievement transformation, financial support and social life, so as to form the synergy and advantages of pilot work policies and pull the pilot tasks into effect.
Preferential policies have been promulgated in Mianyang, and various test units have also been recruited. Mianyang Teachers’ College has promulgated Measures for the Management of Scientific and Technological Achievements Conversion and Social Services (Amendment) and Measures for the Reward and Assessment of Scientific Research Workload (Amendment) to explore the reform of property rights system of scientific and technological achievements, and to innovate the salary mechanism of scientific researchers in public institutions on a pilot basis. Mianyang Central Hospital has promulgated Measures for the Management of Scientific and Technological Achievements Conversion and Measures for the Management of Scientific Research Funds successively, explored the reform of property rights system of scientific and technological achievements, and expanded the autonomy of salary distribution of scientific research units in pilot projects. Sichuan Changhong Electronics Holding Group Co., Ltd. has promulgated the Company-level Technology Innovation Achievements and Personal Assessment and Incentive Management Measures, explored diversified incentive methods for scientific research personnel, pilot state-owned enterprise scientific research personnel incentive mechanism, and effectively enhanced the power of scientific and technological innovation...
"In the past, I couldn't imagine getting two salaries!" Among them, the Mianyang Academy of Agricultural Sciences(MAAS) has innovated the way of income distribution in the transformation of scientific and technological achievements, so that more researchers can gain the greatness. The MAAS has proposed that the benefits of transferring or permitting others to use or plant new varieties should be attributed to the scientific and technological personnel involved in and transformed at a rate not less than 70%. Since 2017, the Municipal Academy of Agricultural Sciences has transferred 11 items of the right to use varieties and technologies, with a conversion income of 3.665 million yuan. The funds for awarding research achievements, validating varieties, publishing papers and striving for projects have amounted to 748.7 thousand yuan.
