On July 29, the municipal Party committee held a standing committee meeting to convey the important instructions of general secretary Xi Jinping on the "July 23" landslide disaster in Shuicheng, Guizhou province and the spirit of instructions from premier Li Keqiang on the relief work. The meeting aimed to study and implement the spirit of general secretary Xi Jinping's important speech at the party building meeting of the central and state organs, convey and implement the spirit of the summary meeting of Sichuan province on deepening institutional reform, and study the implementation opinions of our city. What’s more, the meeting also focused on reporting the economic operation of the city in the first half of the year, studying the next economic work, and deploying the preparation works for the 7th international science and technology expo of China (Mianyang) Science and Technology City. Party secretary Liu Chao presided over the meeting and made a speech. Deputy party secretary, mayor Yuan Fang, and deputy party secretary Fu Kang attended the meeting.
The meeting stressed that we should seriously implement the important instructions of general secretary Xi Jinping on the "July 23" landslide disaster in Shuicheng, Guizhou province and the spirit of instructions from premier Li Keqiang on the relief work. What’s more, we should strengthen the bottom-line thinking, enhance the sense of anxiety, gather efforts from different areas, and do a good job in the city's geological disaster prevention and flood control as well as disaster mitigation work, so as to resolutely safeguard people's life and property safety.
First, we must upgrade our thoughts to a higher level. For example, we must fully understand the situation and tasks of this year's flood season, and firmly establish the awareness of "preventing floods, seizing major risks and saving major disasters". What’s more, we should resolutely overcome paralysis of thought and fluke mentality, and do well in flood control, disaster reduction, and geological disasters prevention and control with a high sense of political responsibility.
Second, we must ensure that systems and mechanisms are put in place. We should establish a sound operational system for integrated prevention and rescue, further improve the linkage mechanism, strengthen the implementation of responsibilities, and ensure an orderly and effective progress of flood control and disaster reduction as well as geological disasters prevention and control.
Third, we should do well in potential trouble screening and treatment. We must keep a close eye on major rivers, potential hazards of geological disaster, and reservoirs of all kinds, especially dangerous ones, carry out net-pulling screening, and be clear about the plan of disaster prevention and risk reduction and management measures. Moreover, we should refine transfer and rescue measures, and ensure that we will never let go of a single doubt, miss a blind spot, nor leave a blank space.
Fourth, we need to ensure that early warnings and forecasts are in place. We should promptly assess trends of weather changes and flood conditions, and comprehensively strengthen monitoring and early warning of weather, floods and geological disasters. Moreover, we must adhere to the specialized combination, prevention and treatment of the group, and ensure that community-level party organizations and cadres play an important role in flood control and disaster reduction.
Fifth, we must do a good job when we are on duty. We should adhere to the leadership in the flood season and 24-hour duty system, strictly implement the system of information report confirmation, and well implement the work of disaster prevention, reduction and relief as well as geological disaster prevention and control with strict discipline.
Conference pointed out that the important speech of general secretary Xi Jinping at the party building conference of the central committee and state organs, expounds the mission, key tasks and key measures of party building of the central and state organs under the new situation. And in the new historical starting point, the speech is of great guiding significance to comprehensively strengthen the party building of central and state organs and even all levels of organs. We will continue to give top priority to political development, take the lead in regarding “two maintaining” as the highest political principle and fundamental political principle, which means to resolutely maintain General Secretary Xi Jinping's core status in the Party Central Committee and the whole Party, and safeguard the authority of the CPC and its centralized and unified leadership, and continue to do so throughout the whole process of party building and in all aspects of party development. Moreover, we will educate and guide party members and cadres to strengthen their consciousness to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, firm our confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and do well in “two maintaining”. We need to set a clear goal of focusing on community-level development, and effectively handle the "five pairs of relationships" by focusing on the requirement of "three examples and one model". Combined with the theme education of "never forget the beginning, and keep the mission in mind" and the action "follow the example of implementation", we will continue to deepen the campaign of "striving to create institutions with good work styles and striving to be pioneer of responsibilities", thus comprehensively improving the quality and level of party building in government bodies. And we need to upgrade the accountability system for party building in government institutions, and strengthen the concept that party building in government institutions is a matter of duty, that failing to do so is dereliction of duty. We should adhere to principle that the secretary masters government affairs who is in turn supervised by the party, and be clear about and fulfill our responsibilities.
When conveying and implementing the spirit of the summary meeting of Sichuan province on deepening institutional reform, the conference emphasized that the city's institutional reform work should be sorted out, the operation evaluation should be carried out in time, and the operational mechanism and working efficiency should be constantly upgraded, so as to ensure the smooth and orderly progress of the city's institutional reform in accordance with the established plans and steps. Moreover, We should do a good job in the second half of institutional reform with high quality, be clear about the deployment requirements of the central committee and provincial party committee on deepening the institutional reform of the party and the state, closely combine with the actual situation of Mianyang, continue to consolidate and expand the achievements of institutional reform, and accelerate the modernization of the municipal governance system and governance capacity.
When implementing the spirit of the provincial inspection work conference and the fifth round of the 11th provincial party committee inspection, mobilization and deployment conference, the meeting emphasized that we should continue to pay special attention to the patrol feedback problem rectification of the central, provincial party committee, set up the rectification ledger and refine the rectification measures, and be clear about the leadership, responsibility division and completing time limit. All those efforts mean to complete the rectification task on time and with high quality, and realize the normalization of rectification work and the long-term effect of rectification. We should carefully summarize and sort out the work experience and practices of citywide inspection in recent years, make the solid and effective results of inspection work, and constantly improve the authority and deterrence of inspection.
The meeting pointed out that the city's economic operation in the first half of the year was generally stable while ensuring progress. However, there are still some problems in the economic operation, so we must take targeted measures to solve it. We should be firm to Xi Jinping’s thought on socialism with Chinese characteristics as our guidance, and deeply implement it. What’s more, we should firmly implement the decisions and plans of the central and provincial party committee, and municipal party committee on economic work. What’s more, we should pursue the general principal of making progress while ensuring stability, adhere to the new development concept, and put the high quality requirements into effect. And we should maintain strategic concentration, enhance development confidence, and do well in all types of jobs to make steady growth, boost the reform, adjust structures,benefit people’s livelihood, prevent risks and maintain stability. We should solidly pay special attention to the project investment, industrial development, reform and innovation, opening up and cooperation, "three critical battles and other key tasks, so as to ensure the sound development of city's economy development and overall social harmony and stability.
When deploying the preparatory work for the 7th international science and technology expo of China (Mianyang) Science and Technology City, the meeting required that we should speed up the progress, fully mobilize the efforts of all parties, and make solid preparations for guest invitations, forum activities and special events. We must keep an eye on the most peripheral parts, grasp the smallest link, so as to make solid progress in various work. We need to form synergy, fulfill our responsibilities, and coordinate closely with each other, so as to ensure that the preparatory work is orderly, pragmatic and efficient. The meeting also examined other matters.
